Chapter 1  Safety management

1.安全目标
1. Safety target

实施“零伤亡、零事故”的安全管理理念，轻伤事故率控制在2%以内，杜绝重伤和死亡事故，安全事故财产损失控制在2万元以内。
The safety management idea of “zero injury and zero accident” shall be performed and minor injury accident rate shall be controlled within 2% to eliminate severe injury and dead accident. Property loss of safety accident shall be controlled within 20 thousand yuan.

2.安全保证体系
2. Safety assurance system

坚持“安全第一，预防为主，综合治理”的方针，按照安全生产相关法、律法及业主的要求建立安全生产保证体系，具体见“图1-1安全保证体系框图”。
We will be persisted in the policy of “Safety First, Precaution Crucial, and Comprehensive Management”, and will set up safe production assurance system according to the laws, regulations and owner’s requirements related to safe production. For the specific structure, see Fig.1-1 Block Diagram of Safety Assurance System.

2.1 安全生产管理组织机构
2.1 Organizational structure of safe production management

为实现安全目标，本工程设立以项目经理为第一责任者的安全生产领导小组，对本工程的安全生产工作全面负责；
In order to realize the safety target, this project will set up the safe production leading group taking project manager as the first responsible person fully for safe production.

项目HES经理安全生产工作的管理和执行人；
HES manager of the project shall be responsible for management and execution of safe production.

技术经理为安全生产的技术负责人；
Technical manager shall be technical person in charge of safe production.

项目部设HES部，配备安全工程师和安全员；
Project department shall set HES dept which shall be provided with engineer and safety supervisor.

施工班组配兼职安全员，自上而下形成安全生产监督、保证体系。具体见“图1-2安全生产管理组织机构框图”。
Construction group and team shall be provided with part-time safety supervisor to form an integral safe production supervision and assurance system. For the special structure, see Fig.1-2 Block Diagram of Safe Production Management and Organization.

2.2.1 建立健全项目安全管理办法
2.2.1 Establishing and completing management rules of product safety

建立项目安全生产管理办法涵盖项目安全管理的各个方面的要求：安全目标、安全教育、安全检查、安全验收、安全经费、事故调查处理、安全奖惩等。配合各分项管理制度，完善安全管理制度的建设。
We will set up management rules of project safe production to cover various requirements of project safety management, including safety target, safety education, safety check, safety acceptance, safety charges, accident investigation and treatment and safety reward etc, and will complete construction of safety management rules.

2.2.2 落实安全生产责任制度
2.2.2 Finalizing liability system of safe production

贯彻国家有关安全生产的法律、法规，严格执行现行《国家安全生产法》，突出安全管理重点，划分安全责任区，制定安全包保责任制，逐级签订安全承包合同，明确各级岗位职责，同时建立与经济挂钩的激励约束机制。项目全体员工实行横到边、纵到底的安全生产责任制，使参建员工都能遵守安全规定，互相监督，协调配合，尽职尽责，堵塞漏洞，消除不安全因素，充分体现“安全生产、事事相关、人人有责”，达到全员参与、全面管理，实现安全生产目标。
We will implement the state laws and regulations related to safe production, and seriously execute the state Law of Safe Production, and will be focused on safety management, classify safe liability area, and establish liability system of contracting and assuring safety, and sign safety contracting contract level by level to specify job responsibilities of each level, and set up inspiring and restricting system related to economic benefit. We will implement the horizontal and vertical safe production liability system for all the employees to ensure all the participants can abide by the safety regulations, mutual supervision, coordinate cooperation and performing all liabilities to plug up loopholes and eliminate unsafe factors to fully show the situation of “safe production, each matter related to it, and each person responsible for it” in order to reach the target that all employees participate in full management to realize safe production.
